How to adjust valves on 23C standard diesel

I have a 23C standard diesel, had a broken push rod, I'd like to know if I need to slack off my valve adjusters before putting the valve adjuster pedestal back in? And how do I know when #1 or #4 is top dead center? I found an arrow on the fly wheel, but cannot find it on the block, a picture of this mark on the block would be fantastic.
I'd like to know where to find step by step instructions on how to set the valves without touching the cam timing, because this is what the book many talks about. Does the fly wheel mark mean anything when it comes to adjusting the valves?
 
Easiest way I've found to adjust the valves, since pistons 1 and 4, 2 and 3 are paired together is like this, when a given piston is at TDC on the exhaust/intake rocker overlap adjust both valves on the other piston that pairs with it. Example, when you see the exhaust just closing and intake just opening on cyl # 4 then adjust both rockers on cyl # 1, both will be at TDC. If you want to set 4 them watch the rockers on 1, same applies to cylinders 2 and 3 also. Just watch the exhaust rockers while turning the engine clockwise.
