When I pull choke out after intial start up it does not seam to do anything and its running real rough until warms up for awhile and tryen to give it gas coughes and sputters for a little bit put new points condensere and rotor button and cap a month ago
 
So what sort of tropical paradise you live in? Anywhere less than 60 F, and I will think you got a cold engine. You need a 2 piece clothes pin on the choke rod, moving it time to time for about 20 minutes- or more- or less- till the engine warms up. A choke ain't for a second, full choke yeah, but then part open for a bit more- maybe for minutes. If it idles good without the choke, it still needs time to sit there and warm up.
Ya got to have patience. Cars and trucks had stiffer cables, to keep a position for awhile, few tractors do. so we always used clothespins...
 
In OHIO choke just dont kill eng or help getting it warmed up it was close to 60 deg on xmas day and tractor wont run for s--t has rebuild carb before new points and etc
 
The choke plate should have a little spring loaded flap in it. Is yours missing? If the flap is gone you won't get much choke action.

Is there any chance you may have put the plug wires on wrong? Had a similar problem with my to30 and I had rewired it wrong. Also if carb was rebuilt, 7/8 turn on the idle mix screw and 1 1/4 on power screw to start.
