How I install that seat? I want that the seat don't "winds". What parts are missing?

Most had carriage bolt head for the seat.

You are missing the seat hinge. The pan, which you have bolts to
a hinge that attaches to the spring.

Not all seats had hinges . Jaka , your seat is the standard agricultural Ferguson seat and appears to be in good condition . The single bolt holding the seat down is incorrect , it will also give you a sore pylly!
The mounting hole in the seat must be square , if it is not then it should be filled with some weld and filed square , this will stop the ' carriage' bolt mentioned, from turning and keep the seat square to the tractor . Don't weld the bolt onto the seat , I have seen this done and it only leads to stress cracks and failure .

you can use a round slotted head bolt and it wont hurt you arss.
