Oil Filler Neck

My oil filler neck always has milky slime under the cap and inside showing. Is that condensation after the engine has run? No apparent water in the oil. It looks clean on the stick and what leaks out from my leaky seal. Do I need a new oil cap? Mine is actually an old gas cap.
 
It's normal with an engine that does not reach or maintain normal operational temperature. Thermostat is installed or missing?
Upper hose gets above luke warm? Thermostat is stuck open??
 
It's normal, engines that aren't ran often and for long periods of time will build up condensation inside them. The more you run it, the
more air that goes in and out of your crankcase breather, and when it's hot all the evaporated water inside the crankcase is moved out
with the air. Same reason that they say you can get more oil life out of your car if it's highway miles- less condensation build up than
if it was stop and go miles.

I really do not know if it has a thermostat. I have never installed one or had the need to dissassemble it to check. According to the temp gauge it reaches normal operating temp when working. While mowing the other day the gauge came up but was in the cold range. I only mowed about 30 min and it was cool out.
 
Without knowing which tractor you have, if it is a TO 20/30 all you have to do is squeeze the upper radiator hose along its length and if you don't feel anything hard in there then you don't have a thermostat.

Make sure your valve cover vent tube is open. The TO-20 has it made into the valve cover and they have been known to stop up, that is why it was made removable on the TO-30 and on. So it could be removed and cleaned without removing the valve cover. If it is stopped up the condensation can't escape.
