any way to tell from this photo if this is a two stage clutch?

Two stage will have clutch plate next to flywheel when you remove pressure plate. You will have another(pto) clutch plate in pressure plate housing. Also you can see two set of splines when it's on engine like your picture. Inside spline will be smaller. Picture looks to be two stage.
 
Yup, that's the early two stage clutch that uses Bellville springs for both transmission and PTO drive. Late style uses Bellville for PTO only and coil springs for the transmission clutch.

Just by the pedal not being adjusted right will give you no 2 stage action, I don't measure it, I adjust them to the feel of the first stage letting go.
 
well guys I spilt this tractor ten tears ago and I thought it had a two stage clutch that I had working right but last week even though the clutch pedal has the feel of a two stager it did NOT stop the PTO at the 1/2 way mark. ten years has turned my memory into a fog with what I can remember.
