to-30 radiator support

Can anyone tell me what attaches the top radiator support to the radiator? It started to leak around it and when I went to do some brazing, the screw heads, at least that is what they looked like, fell off and the bracket was being held on by solder. Now all I have is two holes.

I'll take a look this evening, and try to take a picture.
 
Too dark for a picture, but it looks like a rivet of some kind. No screw/bolt head or nuts, inside or outside. (Original radiator.)

Would a short sheet metal screw hold the bracket?
 
I picked up some stainless sheet metal screws. It may be that this was fixed before with some regular screws and they rotted away. Is the bracket supposed to be soldered to prevent leaking?

can't tell on my radiator. It's been to the shop, so it might have been soldered there, or when it was built originally.
How about a little RTV under the bracket before you screw it back on?
 
I was going to try some RTV but then thought that soldering would add a little extra strength to the bracket. If I was not able to find a screw easily, I was going to braze the holes over and then braze the bracket. I used a #14x3/4 stainless sheet metal screw, a perfect fit. It is a little longer than I wanted but was not able to find shorter.
