Throttle Problems

The throttle will not stay where it is set,seams to always throttle down. Also after driving the tractor for around 45 minutes it starts running bad like running out of fuel. I have a TO30.
 
Gas cap vent could be stopped up,
When tractor starts running bad, shut down motor in a quiet place, get off and slowly
open gas cap, listen very closely for air rushing back into gas tank.

A stopped up gas cap will create a vacuum inside the tank, this vacuum will stop the
flow of fuel to the carb.
Normally loosening the gas cap or just letting tractor set for an hour or so, it will
run fine again until the vacuum builds up again.

On my TO35 the throttle has a (it's like a small clutch pad) when that pad is worn it
will allow the throttle to move. This pad must be in good order for the throttle to
stay at the set position.
 
There is also a compensator spring, item 21, that will cause the throttle to creep if it's not there.

All of the past ideas for fixing your problem are good ones. I'll add one more thing to the list. On the right hand side of the tractor just behind the instrument console there is a spring and clamp that attaches to the throttle rod. If the spring is weak or the clamp has moved there will not be enough pressure on the cork friction disc. Loosen up the clamp and compress the spring. If this does not work yes I agree the friction disc could be the issue.

I just had a tractor in the shop where a new disc was installed buy cutting a channel out of it and then slipping it in place vs removing the long throttle rod that runs from the console to the governor compensator mechanism.

If the cork is in reasonable condition and not too oily then a light sprinkle of powered rosin ; used for violin stings amongst other things , will provide enough friction to help it hold its place .
