TO35 Governor repair

Recently our local tractor mechanic passed away, a sad day for all. My TO35 was in his shop as it suddenly decided it didn't want to run. seemed like carburation but I was not able to get it to run. I took it to Joe, he suddenly passed away while working on this repair project. I was told by his helper that the trouble lies with the governor. Can anyone here tell me about the governor, how it functions and what could possibly be making it malfunction?
 
the purpose of the governor is to keep the engine running at constant speed, reguardless of load. It is highly unlikely the cause of the engine not running. You need to look at fuel supply, ignition, timing.
 
A governor problem will show as a loss of engine speed control. It will still run, but could either run away with high RPM, or fail to adjust throttle for load resulting in loss of power. But it won't prevent the engine from running.

I would agree though , the governor is not likely to cause starting trouble .
I recently had to go on a ' witch hunt ' through my FE35 that suddenly refused to start . No fuel to plugs . Tried the carb , filters , taps, lines and air filter with no result . Then in desperation went through the entire ignition system , still no go .
Turned out that two valves were stuck open preventing it from sucking in fuel . A quick compression test would have saved me hours of work . Perhaps this is the first thing you should try ?
