I had to replace the OEM water pump on my TO-30 last week. I couldn"t find a rebuild kit so I ordered a new one from an ebay source in Michigan. I received the pump and instaledl it. When it was installed, you could not rotate it by hand. I removed it and noticed the three holes for the studs that hold it in the housing were not drilled with the proper alignment. As a result, while the impeller assembly could be placed o the studs, the impeller was "off center" and rubbed the pump housing. I called the supplier and they were willing to send out a replacement. I asked them to look at the other pumps they had to see if they had the same problem as the top hole was not indexed correctly and it was visible. The guy got back with me and said all the ones they had were this way. I asked him if the pumps came from the "land of almost right" and he said no they were from a US supplier. I"ll bet they were assembled here from parts made elsewhere.
Needless to say, I got a refund and had a local NAPA locate a pump for me. It looked like the same one I got previously and the holes were a little off but there was no interference with the impelled and the pump housing.
This is a pretty common part to have to replace on a TO-20/TO-30 Ferguson tractor so if you are needing to replace a water pump, make sure that you check for freedom of movement of the impeller before you button it up and try to run it.
