TO-20 Hydraulic Control Lever friction disk

I am trying to replace the friction disk on my 51 and I can't get the circular part that the disc goes under off! I have been messing with it for 45 minutes now and I can't seem to figure it out.
 
You may need to use a jaw type puller or a couple of flat screwdrivers to get some pressure behind it and tap the castle nut to pop it open/off.
 
The castle nut is off but the part the lever screws into won't budge. Is there a trick to it or something?
 
Well no trick but it is on a key and probably hasn't been off in decades. Here is a picture from the parts manual

Ok I didn't want to break anything trying to get it off but now that I know it's supposed to come off I can get a little more forceful with it. Thank you for the information.
