To-30 run on after turned off

I have a to-30. That has been running Great. The last time is used it I was bush hogging a field with lots of thistles. It started to run hot and when I turned it off the front of the radiator was covered with white fluffy seeds. It's starts great but I was out cutting more fields and it started to get hot again.. Smoke was coming out the breather tube on the side.. And when I tried to turn off the motor it continued to run as if it was a diesel motor.

The only thing I have done since is used it last was to replace the muffler, I had knocked the back of it out, and clean front of the radiator.

This doesn't sound good...

Possibly the smoke from the breather tube was water vapor. How does the oil look? Any evidence of water,
brown frothy deposits under the oil cap? If it is continuing to overheat, even though the radiator is clean
(and you're sure it is clean), could have blown a head gasket. If it has a thermostat, be a good idea to
test or replace it. Overheating can damage the thermostat.

Other evidence of a leaking head gasket are mysterious coolant loss with no external leak, steaming
exhaust, even on a warm day, engine misfire, pressurizing of radiator and blowing coolant out the overflow.

The engine run on can be caused by the engine being hot, vacuum leak, carbon deposits in the combustion
chamber, or shutting the engine off while still above idle.

Weights stuck inside the distributor can cause run on also. I agree with Steve and you need to do more investigation. Check for coolant in the oil, check the spark plugs for evidence of coolant getting into a cylinder. If you have 3 spark plugs that are black and sooty,oily,etc...and you have one that is fairly clean then that can be an indicator of coolant getting into that cylinder. Smell the exhaust while the tractor is running. If it smells sweet then coolant is getting into the cylinders. Antifreeze gives exhaust a sweet smell. Check the upper radiator hose and see if there is a thermostat there. A lot of times if an engine over heats it damages the thermostat.
 
thank you guys for the responses. I have checked the oil and it looked good, not milky at all. I topped off the radiator and ran it this morning. It's looked like I was getting a little spray on the exhaust side of motor , but I'm not sure if it was coming out overflow of radiator and fan blowing back. I have looked on both side of motor and there are no visible leaks.. The next step is to pull the plugs and look at thier condition and pressure test the cylinders.
