TO-30 Radiator mounting bolts

I'm taking the front off my TO-30 to inspect the governor. Radiator mounting bolts are of course just turning around as I try to remove the nut. Any hints or secrets on getting these off?
 
If you have an angle grinder get a 1/8" cutoff wheel and cut them off. They are just carriage bolts you can get new. Had the same problem with
my disc harrow bolts.
 
So I take it there is a hole that the head of the carriage bolt goes through and then a slot it slides into that cannot be seen until you get this thing off. Seems like I remember something like that when I redid the governor on the TO-20 I have. Sure wish I had taken some pictures.
 
When you install the new attachment bolts, be sure to use anti seize on the bolts, then
you will be able to get the nuts off, if you ever have to take them loose again.
 
I used a pair of needle-nose vice grips to hold the bolt while I turned the head. They are a pain putting the bolts back in too. At least for me they were. They didn't want to stay in the slot so they just turned.
