couple of TO-35 questions

at what ser. number were the TO's switched to neg. ground?

the idle speed is way too high. is that a carb. adj. (carter carb.)or throttle linkage adj. or both?

I am guessing someone changed it to Pos. ground. I really have no other answer. If you know previous owner ask him if he changed it.
 
Switching polarity on a 12 volt is not much more complicated than just switching battery cables and coil wires and ammeter wires in most cases. Perhaps someone switched before you got the tractor.
 
I believe I would change it back to Neg. Grd. and see if it runs better. I know it shouldn't but things do happen.

I appreciate the answer but for an electrical dunce like me I need you to be more specific. even I understand switching the batt. cables but switching coil wires leaves me stumped. is it as easy as just moving coil wires from one side of the coil to the other?

the ammeter is a rusted piece of crap and does not work. will leaving it alone for now effect the switch from pos. grd. to neg. grd?

The primary (small) wire from the coil to the distributor needs to be the same polarity as the ground of the tractor. For a tractor whose ground wire is the positive wire, the positive side of the coil goes to the distributor, and vice versa. If you look closely at the coil you will see a plus and minus on the two connections. If you are changing to negative ground, just make sure the negative wire on the coil goes to the distributor, and of course the wire coming into the coil will be switched to the positive side. The tractor probably will run without making this switch, but it will run better if you do.
