clutch free play again

Before I make any adjustments I just want to to check on something. Should the clutch pedal hit the foot rest when I want to engage the PTO. Was thinking that might be why its difficult to engage PTO lever at times.
Also should the clutch pedal when released hit the heavy axle bar ( dont know what that is called) just above it?
 
Clutch free play is the distance from the upper most travel point to where it just starts to get pressure from
engaging the clutch mechanism when pushing down.
 
Mine is about 1 inch free play and I always had a little difficulty engaging the PTO. Funny today i was brush hogging adn again it I had to try 3 times to engage the PTO lever. After 2 hrs I took a break and for the heck of it I tried to engage the PTO in the garage and it went in like butter. DID that about 6 times and was okay. Does the engine temp have something to do with that in addition to the free play?
 
Gear oil temp might be a better suspect. The PTO mechanism being where it is located is fairly far from the
engine. Gear oil weight is a factor.
 
Well it looks like I found my problem. The left foot rest was bent up just enough not to allow me to fully engage the clutch at times, Took car of of that and now all is well. Fairly new to this and I am still finding out the little kinks with this machine. Thanks for the help guys
