Inner Rear Axle Seals

I finally got around to replacing the rear axle seals on a TO 30 tractor. How deep do the axle seals need to go in the trumpet axle housing? Are they to be flush with the housing or do they need to be driven until they are seated deeper into the housing? When I tore it down one seal was flush with the outer housing and the other was deep. The one that was deep was leaking.

If I recall, flush is the normal position, but look at the seal surface on the axle. If it's grooved or pitted, try to locate the seal on the best surface available.
