Adjusting Governor ?

I got my TO-30 all back together, but it seems the engine does not rev up. I think I might need to adjust the throttle rod, but before I do, anyone have any thoughts? I can drive it around the yard, but I'm sure it wouldn't pull an implement. It's basically one speed with just a bit of acceleration.

If you have a good manual it goes through the steps to adjust the throttle/governor linkages correctly. I wish I had mine with me and could quote it for you.
 
Don't have my manual here, but best I remember...

With the engine off, set the speed lever to full fast. Look at the throttle plate on the carb. It should be spring loaded to the wide open position.

Look at the governor spring, the vertical spring pulling up on the governor lever. If it is loose, adjust the linkage from the dash lever, (thinking it's a pinch bolt near the end of the rod from the dash lever) to get some pull on the spring.

If that spring is tight and the throttle plate is not full open, adjust the link from the gov to the carb plate until it is in the wide open position.

Start the engine (be ready to shut it off just in case!), try the throttle, see what happens. Set the full speed RPM to 2000 by adjusting the pull on the vertical gov spring (not the horizontal spring, that's just a compensator spring to counterbalance the speed lever). The harder the gov spring pulls, the higher the RPM.
