Shut-off Valve Plugged?

When I open the valve the sediment bowl leaks. I tried tightening it three times and it still leaks. Before I tear it all apart, am I correct to assume that the valve is plugged and won't let fuel enter the line? I've never had a problem getting it tightened before.

There is a gasket under the bowl cost about $1. Is it leaking around bowl? Also the stem can be plugged where it screws in tank but if gas is leaking it shouldn't be plugged. Also tighten nut around cut off stem.
 
Found the problem. The fittings at the tank and the carb were not tight enough. I have had enough. I've been fooling with this thing for a week and if it's not one thing it's something else. I replaced the fuel line earlier in the week. Tomorrow I am cutting my old line, getting a new fitting and a length of hose and some small hose clamps. I'll make the hose fit the line once I get the fitting screwed in straight and tight enough. Then I can see if the float is sticking. It's only a food plot, but I'm running out of time for corn.

Be careful. The main reason to use that steel line instead of a rubber section in the middle, is to avoid having a rubber line touch your exhaust and melt. I know it is more difficult to tighten those connections , especially the second one you tighten, when the other end of the line is holding it hostage and putting pressure on it to make it not align easily, but if you persevere you usually can manage to get both tight sooner or later. Trust me, a gas fire will ruin your day.
 
Okay, even though the fittings drip, there should still be enough gas that gets through to the carb to keep it running for more than a couple of seconds, correct? So I still have a carburetor problem, either the float or the main jet, right? So I guess I'll take it all apart again tomorrow.
