Take off right side plate and look for a leak, probably from the cylinder above. Most likely you will need to rebuild the
cylinder. However, much of the problem could be the stand pipe O rings, and that is an easy replacement and cheap, so do that
first if you like and eliminate that without having to remove the top cover.
 
Yes, open the covers, raise it up with a load, leave it running. Look up with a flashlight, you'll be looking at the bottom of the lift cylinder for excess oil coming out the back of the cylinder. If there is a steady stream, the piston seals are leaking.

Other places to look are where the stand pipe brings oil up to the top cover. There is an oring on the top and bottom. If the top is leaking you'll see oil coming back down around the stand pipe. With the lift up, under load, stop the engine, look for oil swirling up around the pump where the stand pipe goes into the top. There is also a relief valve on the back of the pump. Look for turbulence around the valve. You can reach down and feel for leaks (WITH THE ENGINE OFF!!!) as the lift comes down.

Most likely the problem is going to be in the cylinder seals though. They are steel rings in a cast bore. There will be some scratches and galling in the bore. If it isn't severe, a hone will usually smooth it out, otherwise the cylinder will need to be replaced.
 
Thanks. Now, by inspection covers you mean the plate on the right with the dipstick and the plate on the left with the PTO lever? To reseal these plates should I just use RTV or similar?
 
You don't need RTV. Just bolt them back up. The fluid should be just at the bottom of the inspection covers, not up on them.
 
Actually, my black lab does all the 'chuck hunting around here. I think he has exterminated all of them within a half mile of our residence. The name is from my favorite reach out and touch something cartridge. I launch 'em from a Howa 1500 that was rebarrelled by E.R. Shaw.

Will crack it open as soon as I get the last little bit of mowing done tonight. On the left side inspection plate which has the PTO lever, does the lever just come off with the plate with no special tricks?
