I think it can also happen when you use too fast a reducer for the temperature you are working in. The paint/clear doesn't have enough time to flow or even out before it starts to set up.
If you look at pretty much any of the newer North American vehicles you will see orange peel in the clear coat. I can't understand why customers even put up with it.

You can sand a clear coat lightly with 1000 or even 2000 grit to knock it down as long as you're not into the color layer and re-spray. If you're using single stage you can probably do the same although I don't think single stage is as prone to orange peel as base/clear is.

Humidity can also be a factor. Painting in high humidity seems to draw moisture to the paint and causes orange peel. Try planning your paint day around extreme high temp and humidity days.
 
I've been in the Autobody business since age 16, taught for 30 years and I can attest that there are many variables that affect the way paint behaves. 70-75 degree temp most favorible. Minimal humidity. Did you drain H2O out of compressor before you started? Cheap paint vs. good paint. Read instructions, each paint is different. Check for proper air pressure. Used to be 40-50psi with a siphon spraygun w/Acrylic enamel, now w/HVLP sprayguns 5-12psi. Proper reducer/thinner is very important as is the mixing ratio. Spray distance may be the culprit. Nozzle should be 6-8" away from surface held perpendicular, moving about a foot a second. The first 1-2 coats can be orange-peely, but my last coat is applied in a manner to melt/flow-out that last coat. Move too fast with the gun and surface will be dry, too slow and drips show-up. Each spray stroke should overlap 50 percent, so your really applying a double coat each time. Don't be afraid to practice your strokes with an empty gun. It helps you plan the entire job. If all the conditions are right, you should get an even finish. If not you may have to wetsand as the other fellow mentioned. Not a fun job!
