TO 30 Start problem

Hello all,
My ole reliable TO30 is giving me a problem this spring. TO30, 12 volt conversion with alternator and solid state ignition. Fresh battery. Shows 12.6 volts at the batt terminal on the start switch, but only 3 volts at the ignition terminal on the switch with the key on. Good voltage down on the bell housing and across the old original amp meter. Wont even click the starter. The ignition switch checks out ok. Any ideas?
 
Start at the bottom rung. Check the starter. Use a jumper cable and a good 12 volt battery and put voltage directly to
the starter top bolt and touch a ground on the bell housing (with tractor out of gear). Does it spin the starter and
turn over the engine? If so, starter is good and nothing is stuck between the starter and flywheel. Move up the chain
checking each portion as you go.
 
Thanks guys for all the suggestions. As you see. I accidentally must of hit the add to post button twice. I forgot about a week long camping trip we had last week, so trying to do a little work on it today.

Just now I removed the battery ground cable from the steering housing and sanded and cleaned the connection point.

I hot started the starter directly with jumper cables and the starter works fine.

With the battery connected, I am showing 12.3 volts across the battery and at the battery terminal on the switch.

With the switch turned on, it now shows 8 volts across the ground on the batt and the batt terminal at the switch.

Also shows 8 volts across the batt ground and the start terminal on the switch.

Ant more suggestions?

Funny how the machine runs perfectly when you put it away in the fall and now she won't even click the starter.
