TO30 Ferguson starter will not engage

The engine ran fine. Little hard to start the 6V starter. Then the starter bendix would not engage the flywheel. I replaced the starter. Same problem,replaced the solenoid.Same problem. I removed the starter and measured the distance from starter mounting surface to the near side of the flywheel teeth-2.5" and 3" to far side of the teeth. Both the old and new starter bendix will only travel exactly 2.5" max when voltage applied and not engage the flywheel teeth. Why did the flywheel move 1/4" away from the original position? It is solid on the crank shaft.
I must be going senile.

The starter drive ring gear on the flywheel is just shrink fitted on and has been known to get knocked back out of range of drive. I bought a TO 20 that way and it already had the access hole (homemade) drilled in clutch/flywheel housing to enable one to take a punch and drive the ring gear back forward. Rotated and punched until it was seated back home and spot welded (wire welder) four equal spaced spots and problem solved.

They made a change in the flywheel to where the ring could not slip. It changed at a certain serial number but I do not have my book in front of me to tell me what the number is,but I'm pretty sure the change was on the TO-20 so your TO-30 should have the later flywheel unless somebody has changed it at some point in it's life.
