ON THIS to-35 WHEN I GET ALMOST TO THE END OF THE STEERING travel THE FRONT WHEELS WANT TO WHIP AROUND ON THEIR OWN.

what causes this?

If tie rods are good then check the adjustment on gear box. Don't over tighten leave a little slack. I turn it as far as it will go each way. Some time the gears are worn in certain spots and you may have to reset.
 
When adjusting the steering gear, you want to take the slack out with the gear in exactly the straight forward position. I like to jack the front wheels off the ground so I can "feel" the tightness of the gear. Break the jam nut loose, turn the screws in until it begins to get tight, back it off a little, lock it down. Then turn the wheel back and forth just off center. If it feels tight in the center, they're too tight.

But back to the wheels whipping on their own, not fully understanding the symptom, could we get some more detail? Power or standard steering? Both directions? Will they come back when the steering wheel is turned? Any locking, crunching?
 
If you mean 'whip back' trying to get straight again, I think they are all designed that way. I was taught many years ago in driver's ed class, that you just let go the wheel after you made the turn, the 'toe in' will put you in a straight line again. If it didn't, I suppose you would do 360's till it runs out of gas....
 
no pwr steering.

after I turn the steering wheel almost all the way right or left the steering wants to slam all the way right or left. steering does not come back on its own. almost like it does lock.
 
Check the geometry of the tie rod to the spindle arm. When turned fully, is the arm going too far, causing it to lock over center? Has anything been changed? Alignment good? Anything loose? Bent? Thinking there are some stop blocks on the spindle and the axle beam that prevent the spindle from turning too far. Are they in place?

Hard to tell without seeing it, just throwing out some ideas...
 
Steve, did you say, does your tractor have power steering or not, all I have ever worked on was manual steering.

I have a 1957 TO35, have adjusted on the steering box a few times over the years.

Rule one: do not get the steering box gears too tight, when you turn full r/l you can bust the gears or housing!!!!!!!

THERE CAN BE NO STEERING GEAR DRAGGING OR BINDING AT FULL RIGHT OR LEFT STEERING!!!!!!!,!!!!

So, in the center going straight the gears may be loose with some play, you just have to learn to live with it. If you read the operators manual, I think you are suppose to have 1/2" toe in or some such. I just had to play with it as our tractors are worn and over 50+ years old.

On the road, at road speed if I hit a bump the front wheels would wobble, have to slow down, in the field it was fine. I gave the front wheels about 1/2" of toe out it worked.

Be sure gearbox is full of oil.
