TO-35 hyd question

on one of my 35's if I lower the quadrant lever all the way the lift arms stop lowering about six inches before they lower all the way down. if I raise the q.lever an inch or two the lift arms drop the rest of way.
any theories as to why that happens ?

Sounds like an adjustment. There is but one valve that controls the lift and two levers which control the valve. If they are out of adjustment strange things may happen. Have you had the side cover off to see what the levers are doing?
 
Sounds like you're going below the lowest spot where it's Position Adjustmnet, and getting into the Draft Control area.
 
The lowest part of position control is where drop speed is set if wanted. Service manual explains how to set the stop bolt. Use the knurled knob stop to keep out of that range if needed.

I was hoping that was all I needed to do but I wanted some confirmation before I did anything.
