TO-20 Rear Wheel Locking

Hello,
I've been using my TO-20 to haul firewood for years...she's a good sport... I just went out to get a load of wood with her, she fired right up, temperature is 9 degrees...On my drive to the pile, I hit the brake and now my right rear tire is locking up.
I tried reverse, she loosened up for a few moments but then locked up again...

I think it's a brake issue...but was wondering if anyone could share some insight on where to begin.

The breaks are straight forward drum style
breaks.

May want to try and back the star gear down and
see if that helps.

But if you have to get to the breaks, you may
find removing the drum difficult. For whatever
reason there are 2 flush head slotted screws
that hold the drum to the axle. These often
can be a real pain to remove. If stuck take
your time and be persistent. A very wide
screwdriver helps. I use a 1" slotted screw
driver head that fit on to a socket wrench I
picked up at some point. That helps.

Once you have the drum off, they are straigh
forward in how they work.
