would these fit a 12.4/28 tire???

None of these things fit out of the box at the best of times.
Close enough. buy then NOW!
If they end up a few inches too short, you buy extra chain at a hardware store for pennies a foot.
 
Awhile back a guy from back east moved into the area. He advertised chains for sale The price
started at about $225. I finally picked them up at $75. I didn't think the price would go lower before some one else woke up. Still have them in two seperate 5 gallon buckets for carrying.
 
They will probably be a little short but as Tony said you can add more chain for not a lot of money.These are ladder style chains and if you have 23 degree lugs on your tires with good tread they will probably fall inbetween the lugs making the useless. With 45 degree lugs most of the chain will ride on top.
Still a good price and won't last. I have sold several sets at that price and never had anyone ask me to do better on the price.

Lititz is about 90 min. away. I asked him to meet me half way in Morgantown. have not received a reply so far.

No offence but if I were him I wouldn't be interested in making that trip. Someone will buy them from him without him having to go to that trouble.
 
I have met people before when buying. he has had these chains on CL for awhile. he declined my offer. said he was too busy.

If you don't want to make the drive for $50 tire chains then you probably really don't want them. It would cost the seller $50 in time and gas to meet you halfway. He'll get them sold after the first snow.

A friend at work gave me a set that needed to be lenghtened. A trip to the hardware store found the needed items. There is a longer gap when they are on the tires but not problem.
