What's wrong with this picture?

I bought this 58 Ferguson TO-35 about a year ago and the governor has never been working right so last weekend finally had a chance to get around to it. Of course, as things go, I spent all my time fixing three separate gas leaks and didn't get to the governor. Oh well.
When I got the tractor it had no tractormeter cable so I got one and put it on, but it was so close to the carb it was touching it. While I had the carb off this weekend I was reminded of this and could hardly get the carb back on. In any pictures I can find, there is way more clearance.
Any ideas what's up? Could it be because the manifold has "Made in China" written on it?

Grandfather, I am working on restoring a very late 1957 TO 35. Would you please send me the numbers off that generator? Could you tell me if that is a very early or late TO 35? email is open. Thank you. Richard
 
Unfortunately the generator is out almost to the end of its travel, and a shorter belt would cause it to interfere more. I suppose I could get a longer adjustment bar and a longer belt and position it farther out. Good thought! Thanks.

Get all the vacuum leaks sealed and adjust the timing and carb before you mess with the gov, that can be a can of worms too...good luck!
 
I'm thinking that carb doesn't look factory either. I could be wrong.

Could you add a spacer between the lower gen bracket and the block? Space it out 1/4 to 1/2 inch, should give it some clearance.

If that is a different carb, that could explain the governor not working. Check the length of the link between the gov and the throttle plate, check the angle of the arm on the throttle shaft (some aftermarket are adjustable). Remember, the governor spring pulls the throttle open, the spinning ball weights inside the gov push it closed.
