Adjusting the Governor on a TO35

I have the service manual for this tractor and I understand how to adjust the governor with the engine running. But I want to pre-set the governor before I fire this new engine up for the first time. I was just looking for some simple settings like, "hold the throttle open and adjust this rod like this" or something like that.
Would anyone have any tips or should I just unhook the governor from the linkage and fire her up?

If you check the site archives,its at the top of
the page there is many pages on this subject. My
massey manual gave me a good starting point then I
used john UK to fine tune it once I had it
running. Hope this helps.
