what is the best remover-inhibitor

Unlike most tractors I work on this tractors castings have never been repainted so there is no paint to remove, just a thin layer of rust. I do not like sandblasting and am able to remove most of the rust except in small areas with different types of wire brushes on angle grinders. What is the best way to remove the small areas of rust and then what is the best thing to use to kill the rust in the castings to keep if from coming back? I have tried several products at the local hardware store, but have had problems with the primer sticking.

Take a look at KBS-coatings. They make a good rust remover
and inhibiter product. I used their blast product on one of my
TO30 products.

use penetrol.never rust again. excellent primer. make sure to wait at least 1 day to fully dry.
 
If you use Por-15 as Dave suggested wear gloves. It's strong. That stuff will take you 2-3 weeks to remove from your skin. It's great stuff and actually bonds/seals rust. Acts as a base/primer too! I brush it on, so as not to kill a spray gun.
