TO30 FERGUSON WON'T START

I HAVE A TO30 FERGUSON TRACTOR WITH NEW CARB ON IT.
THE TRACTOR IS GETTING GAS TO THE CARB. AND IT WON'T START. AFTER CRANKING ENGINE OVER SEVERAL TIMES THE SPARK PLUGS AREN'T EVEN WET WITH GAS. I HAVE ADJUSTED THE CARB. ACCORDING TO THE DIECTIONS FOR THE NEW CARB. WHAT COULD IT BE? THE TIMMING, TROUBLE WITH GOVENER, I ALSO REPLACED THE 6 VOLT COIL. COULD IT BE THE VOLTAGE REGULTOR?
THANKS YOU FOR YOUR HELP.

WELL THE FIRT THING YOU MIGHT DESIRE TO DO IS TO
SHOOT SOME STARTING FLUID INTO THE ENGINE. SOME
PEOPLE ARE AGHAST AT SUCH AN IDEA AS STARTING
FLUID BUT THAT LOW COMPRESSION (6:1) ENGINE YOU
HAVE SHOULD SUFFER NO DAMAGE. NOW IF YOUR RUNNING
A DIESEL TYPICALLY 22:1 THEN YOU MIGHT HAVE A
PROBLEM.
STARTING FLUID ANSWERS QUESTIONS VERY QUICKLY AS
TO YOUR HAVING A FUEL OR ELECTRICAL ISSUE.
YOU CAN PULL A WIRE OFF A PLUG AND SEE IF YOUR
GETTING SPARK TO THE PLUGS. TYPICALLY A FLAT BLUE
SPARK IS BEST. IF THE MACHINE WAS RUNNING BEFORE
THE CARBY, THEN THE CARBY SHOULD BE YOUR ONLY
CONCERN. FEW PEOPLE REPLACE THE CARBY WHEN THEY
HAVE OTHER PPROBLEMS THAT REMAINED UNSOLVED BEFORE
CARBY REPLACEMENT. IF THAT IS THE CASE, THEN YOU
HAVE TO START AT GROUND ZERO. COMPRESSION CHECK IS
HOW MUCH? DO YOU HAVE SPARK? DOES IT RUN ON
STARTING FLUID? POKE AROUND A BIT AND LET US KNOW
HOW IT GOES.

If it won't even fire, it's not the governor or
the voltage regulator, two items you mentioned.
As Bruce said, spark at plugs (yes or no), if yes,
spray some starting fluid into the carb intake and
see if it fires. If it does, carb is the issue.
Sometimes slow cranking will keep carb/compression
from giving enough gas to start. Make sure if
cranks over good (charge the battery and make sure
the cables are tight and clean). Report back.

I again the guys here. I always start with the spark make sure you have enough to fire the gas in the cylinder. then go on to fuel one other thing to check is vacuum leaks. spray carb cleaner near and about the intake and near carb seat. if engine revs up you have a leak.
