TO-20 Arms won't lift

Still having an issue where Hydraulics arms won't lift. I made sure PTO is on. I have changed the fluids to 15W-40. I have removed the circle cover on the right side. I have moved the forks back and forth on the bottom. How far should they move back and fourth? I could move them 1/2 inch? And they don't seem to move when I use the lever? Since I changed fluids do I need to bleed anything? Any assistance is appreciated.
 
The control valve is below the oil and it should move back and forth a total of~ 1 inch. It is most likely stuck so continue to try to move it fore and aft because somehing is making it stick and it"s most likey 50 years of crud. Make sure the control fork ("H" Shaped device hanging down) is connected to the "T" shaped control valve stem by the little cups at the end of the control fork.
 
Arms are connected. Moves about an inch. If I do it by hand or screwdriver. Doesn't move when I move the lever.
