I reviewed the spring on the Break latch.

The latch spring is incerted with the straight end into a hole in the side of the break pedal.

The hooked end goes in the hole on the tractor side of the latch.

Thanks, found the hole in the arm after knowing what to look for. Got the spring and latch installed, works as intended.
