Governor nut?

I am installing a new governor due to that fact that my old one blew
up. My questions is how tight does the nut go on? Is the bearing
holder suppose to spin or do you torque the nut down? If so how
tight does it need to be? This is the last part I need to install so I can
get her running again.

Sorry it is a 53 TO-30. I talked to the mechanic at the ferguson dealer and we got it set. I tried to get it started but the battery did not have enough power. Charging and will try again in the morning.

Any tips for starting an engine after a complete rebuild?
 
When starting an engine the first time I like to get everything set and ready for an instant start up.

This is especially important with a new flat tappet cam and lifters. You want to get the RPM up and keep it revving for the first few minutes. That gets the oil pumping and slinging everywhere it needs to be.

Be sure you have fuel in the carb, choke set, throttle linkage correct and set at mid to high speed.

Check for spark and static time ignition.

Prime oil system. (Optional but makes life easier for the engine)

Coolant full, extra coolant ready for topping up when the thermostat opens.

Watch the oil pressure gauge! Watch everything! Make sure the oil doesn't fill with coolant, coolant doesn't fill with oil.

I know it's a lot of trouble having to deal with the gas tank and all, but I like to start up with the valve cover just sitting in place so I can peek in and see the rockers oil. Then after the initial run, re-torque the head bolts and recheck the valve clearance.

like Steve said, prefill every thing. Some people love to crank an engine until it builds oil pressure. I prefer to fire it off asap. Don't like to run the prelube off the cam and other parts.
Ether is a good shot to fill the cylinders. once, maybe twice. Once running run it up to about 1100 to 15oo RPM to break in the cam for the first 20 minutes, vary the RPM and this will splash oil where it needs to go. After the 20, shut it down retorque the head, valve adjust hot and change the oil/filter again. Enjoy the toy. Oil pressure should be around 30/35 PSI hot or cold on a rblt engine.
 
Thanks for the tips. I have it all set and primed. I turned it over a
few time and the carb keeps flooding. Not sure why but the
governor arm is hitting the alternator bracket. It was changed to
12v before I bought it. It was running until the head gasket went.
But the throttle has always been a problem. Not sure what to do
next.
