I have a "53 TO 20 that has run great for the last 2 years. This year It wouldn't start, I changed the start switch, points, condenser, and plugs, rebuilt the carb and it still won't go HELP!

It probably won't matter that you called it a 53 however the last TO 20 was built in 1951. Still won't start will it?

Since you are likely to be getting air, you still need fire and fuel
for it to run. Make sure you are getting a good stream of fuel
to the carb. Now might be a good time to clean the carb as
well. Also check to make sure you have spark (should be a
nice blue and jump 1/4"). If you have both, report back and
the experts can chime in on more indepth things to look at.

I replaced the voltage regulator but have not connected the battery as of this evening. The new regulator did not come with directions. the last on I replaced needed to be grounded first I forgot how to do this so I could use some help with this first. Thanks

Assuming nothing has changed since it last ran, heres a quick diagnose. Take the air hose off the rear of carb and squirt bottle some fuel into carb while rolling engine over. No firing? It's not the carb. If it does fire but doesn't stay running , either fuel supply is plugged or idle circuit in carb. No fire? Where did you get condenser? 25% of new ones from China are probably bad.Even new china points can be shorted out . They are cheap, try another from somewhere else. How bout coil/coil wire? Time can ruin both. These things are pretty forgiving tractor. They will start and run even with the plug wires wired up for wrong rotation. I bought one that way and it did start and run and actually pretty good. Keep it simple, nothing has changed but age. Even old fuel will fire at least.

for me I always start with the spark, make sure you have that and then as said, squirt some fuel in carb and see if it fires from there you will know if it is spark or fuel, also make sure you have a good source of power, charge battery or have it jumped so you know there is enough current for the coil
