a previous owner attached this bracket and I am guessing it is to keep the PTO lever from dropping.

need more help to correct the situation.

Maybe they just didn't want to accidentally have the lever go into the ground speed PTO position. I know I have bumped it down with my foot once in a while. If they had something hooked to the PTO that would break if it was spun in the reverse direction (when backing up) they may have been trying to prevent that. If you take the bracket off, does the lever work normally?

I see you have the early style hydraulic pump.

that's what I was thinking too. we will see when the bracket comes off.

where is the relief valve on this tractor?

The relief valve is sticking out the rear of the pump near the control valve. If you replace the valve, make sure you don't buy a later one with the higher PSI. I can't remember what the pressure value should be but the older pumps used a lower pressure relief valve.
