Arms are not lifting

Fixing up a 51 Ferguson that has been sitting awhile. Have it running fine. The Hydraulics arms are not lifting. I changed the fluid in back. But it did not make a difference. The fluid did look really old. Do I need to flush the system and put new back in? Anys suggestions is welcomed.
 
Is the PTO lever on the left side of the tractor engaged? With the clutch pressed down push the lever back toward the rear of the Tr as far as it will go. You must have the PTO engaged for the hydraulics to work.
 
As Max said, make sure the PTO is turning.

Does the quadrant lever seem to do anything when you pull it up or push it down? In other words, does it still seem to be connected properly inside? You can pull off the round plate on the right sight of tractor sort of below the seat. (On the level only little fluid if any should leak out if the oil level if correct.) Don't reach in while the engine running. But see if the lever does anything. Or, while the engine is off, follow it down through the oil with your hand and see if it is connected.

If you don't already have one, a service manual is available and might be very helpful. Keep updating as you investigate. And by the time everyone chimes in I'm sure we'll be able point you in the right direction.
 
OK, when I move the lever on the left the PTO will turn. But I cannot get the arms to lift when I move the lever on the right. It seems to be fairly tight and does not move freely. What should I check next?
 
Take the lower bolt out of the hydraulic dipstick cover and let the oil drain down to it. Then remove the cover and crank the tractor up. Make sure the pto is engaged. Now reach in with a long screwdriver and work the control valve back and forth. It's down on the bottom of the pump and those arms you will see hanging down are supposed to be connected to it. See if the lift arms move when you work it with a screwdriver. It could be the control valve is stuck. The control valve could have came disconnected from the control fork. If you see oil spraying or moving fast at the back of the pump it could be the relief valve is stuck open. You will see some oil movement over towards the middle of the tractor and that is from the pto shaft spinning.If you do not have any luck with that drain the hydraulic oil completely out and take a look at the control valve and linkage and pump. It could have more serious problems. Do not reach in their with your fingers.
