PTO pulsing with load in raised position

'54 TO 30 I've run the finish mower for 50 or 60 hours since last using the lift and the hydraulic pump has less than 100 hours since being refreshed with new valves and elliptical bushing. Put my pond scoop on today and while carrying a load across the yard I felt a pulsing and it appeared that the PTO was twisting and releasing. Dumped the load and left the lift engaged for the return trip with no problem. Next load, pulsing returned. Seems like the problem would continue loaded or not if the PRV were bad. I'm going to study the manual but thought I'd ask the Pros first. What do you think?

Now supposedly when the Hyd pump was installed with
the PTO shaft running through it, it was left loose
for the first few seconds of initial operation to
allow the pump to center on the shaft before
tightening it all down into final position.
so sayeth the book somewhere...
 
So how heavy was that scoop? Wet muck? Like 8 or 900 pounds worth? These weren't designed to handle that without a reaction, yours is?? reacting???

uh... no. I did turn it a few rounds by hand before final tightening. I guess I didn't see that part of the book - I'll revisit that. My first thought when I saw what it was doing was that the PTO had a bend or twist in it but when it smoothed up unloaded or while lifting and then jerked only when it had been under load for a couple of minutes it left me scratching my head.
 

I'm guessing the scoop weighs a couple of hundred and it had about 5 cubic feet of dry clay so maybe 600 to 700 pounds. I've picked up a lot more at times but only long enough to move it a few feet and put it back down. I hope I can get it working right so I don't break any parts because I have a big pile of dirt to move and I really don't like wheelbarrows that much.
