I have good rubber, 13.6x28 on PA rims. I have poor rubber, 12.4x28 on regular rims.
I would like to swap tires/rims. will I have any fit problems?

That depends on the size of the rim. If your rim is 11 or 12 inches wide I can not see any problem putting the 13.6 on them. However if you wanted to put the 12.4 on 12 inch rims I do not believe that would be a wise idea. From what I have read you want your rubber to be at least one inch wider than the rim. How much wider rubber is too wide for a given rim I have no idea. You can check with an ag tire dealer and see what they say.
 
The 13.6 is the newer numbering for the older 12.4. Don't remember when all this changed but if you look at new tire listing it shows the 2 as the same tire. The 10x? is now called 11x?.
 
I have a to35 gas.

I run 12.4 x 28, they fit and look proper on my little Ferguson.

If you get the tires too big, the tires might not slip or spin if the load is too heavy for the tractor. This could place too much stress on the drive train, just something to think about.

It's easier to change tires than a clutch or gears.
 
I run 13.6-28 on my 1955 TO-35. I've had them on for 15 years and no problems. Occasionally, I'll even get stuck in the woods pulling 12-16' logs, spinning the tires. They work for me and yes, even though they supersede 12.4-28's, they are a bigger tire with more surface area.
 
I have 13.6 x 28's on mine. There may be problems when you try to use certain implements of which the 3pt attachments are located in such a way that the implement will hit the bigger tires. A bush cutter for example. Not all bush cutters are the same, but I did try to put my BIL's 5 footer on my TEA, and it hit the tires when I lifted it up.
