would hate to remove the trumpet for just one bolt. is it too far gone to re-thread it ??? what size would it be? my parts manual does not give a size.

I believe the threads are 5/8" NF. It's up to you but I have threaded stuff to a metric size before to save an original bolt or stud. Sometimes you get lucky and find a metric size that is just a hair bit smaller and doesn't remove much metal but it removes just enough to leave you a new set of clean threads.
 
I found a shop manual after I posted and it lists the "shaft" as that size. I believe its the same size as the threads on top of the steering shaft.
 
not on this tractor. some previous owner had replaced the left side shaft and not with an OEM part.
 
How straight can you drill?

Cut it off flush with the shoulder, carefully drill and tap as straight and centered as you can, screw a stud in. I would drop down the a 3/8 stud though, keep as much wall thickness as you can on the 5/8 shoulder.
 
Well, its made for a castle nut, so the stripped threads aren't even doing anything. I think I can see the hole for the cotter key right there. Drill or punch that out and chase the threads on the back, that should do it. If the other side is just as screwed up, order 2 of these- YT got them for 13 or 14 bucks, and do both on a weekend. A good time to check out all the insides of the arsend and get all the chocolate milkshake out of there. Get on the archives here and see the pics I posted on this job a few years ago. I had 3 tractors made within months apart with one or both of these broken or loose, but my hunch is on a big batch of bad pins from a job shop or some other supplier.
 
the weld sounds like the best way to go and just take your time and just the cutter started on straight, or could you just space it with washers and put an heavier cotter pin in
