is the cover to standpipe attached to something or should it just pop off ??? seems like this one is attached to something.

Nope...remove the two bolts and tap the cover off of there. It is a snug fit because it has to contain the hydraulic pressure. If the standpipe comes out with it that is ok. There is an o ring on that end too. It's just a little difficult to find the hole in the pump sometimes.
 
If you remove the right side inspection cover you
can reach down below the oil level and feel where
the standpipe goes into the hydraulic pump. Then
you know it"s in there properly.
 
One more thing... Once you get the standpipe back in, before putting the side inspection cover back on, start it up, raise the lift, preferably with weight on it.

Using a flash light, look up at the bottom of the big cover under the seat. That's where the lift cylinder is. See if there is oil dripping from the cylinder. If more than just an occasional drip, the cylinder seals are leaking. That will also cause the lift to drop.
