TE20 brake shoe operation

Have just replaced the pads on the TE20 brake shoes.

I have had everything apart and now that it is back together it appears that the actuator only operates the bottom shoe.

Is this correct?
ie. does it only operate the bottom shoe and the top shoe is operated in tandem via the adjustor?

Looks like if I hold the bottom shoe so that it can't move then the top one is pushed upwards by the actuator.

Must be working OK I feel?
(ie. both shoes operate from the actuator.)

When the Brake Drum is fitted, one shoe contacts the drum and then any other movement is transferred to the other Shoe and that is how both shoes are applied. But you need to make sure that the springs arte fitted in the correct place, they are different and one shown is applied before the other and then that powers the second one on. If you get the springs wrong, the brakes may not work or only in reverse. The Independent Brake Pedals must be free or you will not be able to adjust the brakes correctly, they won't balance and you need to make sure that no-one has tried to adjust the brakes by altering the length of the Brake Rods or moving the Cross-shaft Lever on its splines. It all needs checking just to make sure that all is ok, you just don't know what someone has tried to do in the past. The independent pedals were frozen but I have managed to free them up and get everything apart OK.

Tractor is a ground up restoration so the brakes will have to be adjusted from scratch.

It's been a bit of a disaster starting with the rivets supplied being too long (had to depth-drill each rivet and accurately trim the lengths). Also had a broken centralizer spring, and the half-moon keys had to be drilled out of the cross shafts to remove the shafts.

The centralizer spring fittings were frozen to the back-plate and could not slide, so I don't know how they adjusted the brakes properly previously.

Below is an image link to the setup I have, which only has 3 springs, all of which are easily identifiable. I think I may have read a few of your posts on the web re: adjustment, but will definitely get in touch if I need to.
