TO20 over reving

I have a TO20 and it wants to over rev in neutral.
Then when you put it in gear and let the clutch out
it had no power. Then it will start to over rev when
you push the clutch in. Anyone have any ideas? My
friend seems to think its the govener but not sure.
Please help!!!
 
Definitely something to do with the governor.

Has the tractor been sitting for a while? If so, the linkage or throttle shaft could be rusted in place. With the speed set to idle, the linkage should move freely and have full travel from against the idle stop screw to wide open position.

Has anything been apart? Be sure the linkage is properly connected and adjusted. The throttle plate is connected directly to the gov arm. With the gov arm pulled back toward the rear of the engine, the throttle plate should be against the stop screw.

The governor spring wants to pull the throttle open, the weights in the gov want to push the throttle closed. With the engine running, you should be able to see this happen. If everything is free and adjusted, and the engine still tries to over rev, there is a problem in the governor.
 
It could be the Governor or simply the setting of the throttle linkage.
Start the engine and check if the spring in the middle of the vertical rod at the back of the Generator is stretched, if it is then the setting on the clamp on the long torque rod over the top of the Engine and at the front of the Fuel Tank has slipped. Slacken off the clamp slightly at the front of the Tank and turn it so that it pushes the vertical rod downwards, this should slow the Engine. Have the Hand Throttle closed when you do this. When the engine is idling, tighten the clamp and see if it responds more like it should do when you move the hand throttle. To check if the actual governor is working, with the engine running, push the governor arm at the back of the Generator forward, as the engine speeds up it should push back at your hand towards the Engine, if it does this then the Governor is working and will just want setting up properly.
