TO-35 Clutch adjustment

I am trying to adjust the PTO clutch release studs.
The threads are rusty and I am not able to loosen the locking nut to adjust the spacing.
I am accessing thru the inspection cover.
I have put rags in to avoid getting any PB blaster onto the clutch plates but have not had any luck getting them loose.
Any recommendations? The current spacing is 0.09" and the clutch slips under load.
 
According to my manual, .090 is the correct spacing if were talking about the same adjustment, and that appears to be the only adjustment you can access through the inspection cover.

I assume you do have some free play in the clutch pedal, calls for 3/4 inch.

If the pedal is adjusted properly, and there is clearance on the secondary cap screws, sorry, sounds like clutch time.
