I have a very efficient TO30. Do I have control of how high my Kubota rotary cutter cuts on the front? The control lever gives me only all up or all down.
 
I do not believe the TO-30 has position control of the 3 point hitch so what you are experiencing could be very normal.

2 ways to accomplish what you want to do:
a) Purchase a "Zane thang" that provides position control for the little Ferguson 20 and 30 series tractors, Ford 9N, and Ford 2N tractors.
b) Alternatively you can use limit chains such that you effectivly lower the tractor arms down on the limit chains.

Either method will work. do some searching for added info if needed.
 
make you a couple of height control check chains,
from the top link down to the each side pin.

this way, weather your lift system height control is working or not, each time you let the cutter down it always goes to the same spot.

also takes the weight off your lift system,

your old tractor lift system will be very happy with a couple of check chains.

Agree on the check chains... Even though my TO-35 has position control, I still use the check chains. I found they really help give more power to the PTO since the hydraulics aren't working to keep the hog up. I can run 1 gear higher with checks then without.

Mine aren't as fancy as maxwell's though. But they might be this year, cuz my cobbled together setup was a pain to adjust.

I, too, have a TO30 I use for a lot of mowing. A TO30 has no height control, just draft control so there are a few options to maintain the mower height.

As others have noted, chains can be a good solution to control the height of the mower. Personally, I think there are better options, but that's just me.

If your mower has a stiff top-link and top link connection to the mower frame, "Marlow's Method" as described in this link can work very well on fairly level ground (scroll down to the post by marlowe).

The Zane Thang mentioned can work to provide position control. There are also instructions online at FENA for a position control device. This is what I made for my TO30. This has the advantage over chains of being easily adjustable. Not so important with a mower, but very nice if I'm using a carry-all to move stuff around and need to adjust the height to pick-up, drop, or move an item around.

You actually have 3 positions on your lift. Up, neutral, and down. When I move hay or something and I want the lift to stay close to one position, I lower the lift to where I want it and then pull the lift control lever to the neutral position and move the quadrant stop to that position. The lift may drift down a little after a while but just pull the control lever up and let it pick the mower up a little and then push the lever back to the quadrant stop which is now at the neutral spot.
