My master brake pedal bottoms out before the brake shaft stop hits its stop. Also the the brake shaft rotates very little when the right hand brake is pushed. Should the brake shaft stop be almost touching the brake shaft before the master brake is pushed?
 
So after you took the drums off, what did the
brakes look like?
Bungee cord the master brake pedal to the steering
wheel.
Remove all slack. Hence, the bumgee cord.
Jack up back of tractor.
Tighten both brakes so nothing turns. Back off
brakes evenly so both wheels turn by hand. I
believe it is about 4 clicks. Release bungee cord.
Test drive, step on brakes. Should stop evenly
with no worn shoes and leaking brakes.
 
Brake shoes look ok. Drum looks ok. I had to free up the brake stop assembly. So i had it all apart. i thought i may not have put it back right. All joints are free to move. With the back end jacked up, i can push on the right brake and the right wheel will stop. But when driving the tractor, i don't have much brake at all.

The master brake doesn't brake at all. The part about the brake stop not hitting the brake shaft make me think that the linkage is not right. When the brake stop hits the brake shaft, pressure on the master brake pedal will rotate the brake shafts to the rear which moves the shoes against the drum?[/quote]
