tires and chains

when sizing a tire, says 11.2x28 does the 11.2 mean width of tire or height of side wall? and for the chains what do most people used to bind them together?
 
This is the type of latch that my chains have. Most chains will have something similar. You just hook it to a link on the other end of the chain to get a good snug fit. Since 11.2 would be the distance across the inside lip of the rim I would say it would be the measurement of the width of the tire also.

not a very good photo but i don't use (rubber bands) just keep the inside chain tight then the outside one will follow might have to tighten the outside a link got 3ft. of snow this year and there still on fine.

When I used chains I picked up a couple of bicycle tubes and ran them around with S hooks or opened pieces of chain.
 
I have chains also, no bungees needed. If you compare the photos above, Trac's has more cross-links than Del's, which keeps the side-chains snug. Removing side links isn't as easy as adding more cross-links. Mine looks more like Trac's. (My dad fashioned them from a 1931 dual-wheeled truck set, I have replaced cross-links with hardened ones over the past 20 years of plowing a paved driveway.)
