I am not getting any gas to the plugs. Cleaned the carb and put kit in. Good spark. Good suction on carb. Gas runs back out of carb intake.
 
Gas running out or the carb is a sign of too much fuel.

If it drips all the time, the float level is too high, the float has sunk, something assembled improperly, or trash between the needle and seat.

If it drips only when cranking, its flooding because of too much choke. Check the linkage to be sure the choke is opening and closing properly.

You most likely won't see actual "wet" fuel on the plugs, even with a flooded engine. Is the "gas" really gasoline? Not contaminated with water or wrong fuel? (Diesel?)

Double check your spark, at the spark plug end, not just at the coil. Also look at the plugs, are they clean and gaped properly? The points gaped properly, distributor shaft wear acceptable? Rotor and cap dry and no carbon tracking? Spark timing? (Loose distributor clamp?)

This is a long shot, but worth checking... Restricted exhaust?

Not knowing the history of the tractor, Has it been stored for a long time? Was it running and quit? Compression?

Pull the plug from the botttom of the carb. Install barbed fitting with clear hose on the end. Hold open end of hose up above base of carb. Turn on fuel flow. The tube will show you the level of gas inside the carb.
When you have the plug from the bottom of the carb, the gas draining out should look like a "Cow pissin" on a flat rock". If your gas flow is dribblin, you got filter problems or a bad gas cap not venting. First pull the cap. Now clean the filters.

I think I have it traced back to a dirty main jet. I discovered the orifices in the float bowl may be plugged also, even after soaking. So I am re cleaning the carb.
I drove it to where it is sitting a couple weeks ago. I had trouble staring it then, but after I cleaned the carb it ran fine.
 
You would be better off asking this in the A/C forum since a WD-45 is an A/C tractor.
That said what happens if you hold your hand over to carb intake?? If it tries to fire up then good chance the main jet is still clogged up. These carbs are so simple they sometimes are hard to get all the passage ways cleaned out when you rebuild one
 

If it is running try a whole can of aerosol carburettor cleaner through the air intake , spray continuously until the engine starts to stall then stop until the rpm increases again. Repeat this for the whole can . For an $8 outlay this stuff will clean places that only the Devil himself has seen .
 
A lot of those old air cleaners get caked up with mud and you have to drill out the spot welds and pull the "steel wool" out and clean it. In the old days, farmers would take them to the Co-op creamery and have them steamed out.
