On my tractors the serial number plate was painted over and impossible to read. What is the best way to clean it?
 
Depends on what it was painted over with. I would try rubbing it with lacquer thinner. If that doesn't soften it up then the paint has been on it a long time and you will probably have to use aircraft stripper paint remover to get the paint off of it. A wire wheel will probably damage the plate unless you can find one of the small really fine brass wire brushes like the make for dremels. They shouldn't damage it.
 
A little brake fluid, go back every few hours. That usually removes fresher paint before it ruins the oldest coat- don't scrub! Even tho the serial number was stamped in the plate, all the patents and address looks cool.
 
May be the wrong way to go, but when I painted my tractor.

I drilled out the plate attachment rivets then had the plate so I could dip it in a can of cleaner for proper cleaning.

I reattached the plate with small screws, however, top restorer might not want an I'd plate attached with screws.

Main thing is take your time, try to get the old paint off without a wire brush or scratching the surface.
Might go to auto paint store and ask them for suggestions if you want it to look good and save the surface.

I'd use aircraft paint stripper but it will remove the black background colour.

New data plates are available for most model Ferguson tractors in the UK for around $15 - $20. Strip your present data plate to establish the serial number, then replace?

The rivets push out from the back; you need to disassemble the dash to get to them.
