if the points are set to closed ,distributor shaft has to much play you can also get back fires

I"d check the timing if you have a backfire. @ 400 rpm, it should be 7°BTDC on a TO-20, 6°BTDC on a TO-30.
You hould also check for distributor shaft bushing wear and sticking advance.
