The easy way is to ground the field on the generator which will make it go full charge. If it still doesnt charge the the generator is bad. If it does start charging the the regulator is more than likely bad. Dont run it long with the field grounded just long enough to see if it starts charging.
 
That checks the regulator side. The cutout relay in the regulator could be bad and not allow it to charge. To bypass the cutout jumper from ARM terminal to BAT terminal on regulator.

As mentioned this works on Type A not Type B. I believe Ferguson is Type A.
 
Delco generators are A circuit generators. It was Ford with the Autolite generators that were B circuit.
