Stuck control valve most likely , you can fiddle with these through the side covers or rear drain plug . If the oil is old and dirty start by draining this first , you should be able to free it fairly easily unless it is bent . A manual will help .
 
It will be the Control Valve has stuck or the Control Fork has come off the Control Valve. Stop engine, remove RIGHT side round cover you will see the Control Fork hanging down from the Top. follow it down into the oil and the Control Valve should be fixed between the two Fork Legs. If it is firmly fixed into the Legs, start the engine with the PTO in gear and using a screwdriver so that you don't have to place your hands in the oil, move the Control Fork backwards and forwards gently to free it. Use the Control Lever a few times lifting and lowering and it SHOULD be free. If it isn't free after that it will need more attention, but usually it will free. If the oil hasn't been changed for some time, get it as hot as you can and drain in overnight, there are 3 drain plugs, the filler is next to the Gear change Lever. Refill with 6 US galls or 5 IMP galls, add 2 galls at a time leave 15 mins before you add some more or you could get oil in the Clutch Housing if the seal on the main drive is leaking. Use Multi-grade 10W/30 oil, this is much better in cold conditions.
